The meme (idea) is encoded in the behaviour, and the behaviour is encoded
in the artifact, in the simplest case, e.g. when we can look at a flint
tool and see how it was made.
In more sophisticated cases, forms of artifactual encoding have been
developed whereby the behavioural aspect is minimized, and the memes
are, in effect, directly encoded in the artifact. The main example of
that is print. Exactly how the final print is achieved is more-or-less
irrelevant. Behaviour of some sort is still required, but its influence
on the final product is almost eliminated, to allow the memes to appear
there with maximum clarity.
Hope that's clear. :-)
