The onset of puberty among girls has been reducing in age for awhile, and
this is fairly well documented in western (that is, fast food and plenty
of it) societies. What has been proposed as the mechanism for this
phenomenon is the increased weights of the population of young girls
among such communities, since body mass _may_ be a hormonal trigger of
    puberty onset.

Anyway, yes, the age of puberty _is_ and has been, decreasing, among
girls. I have not seen any relevant studies with any conclusions for
boys, but it would not be a long reach to hypothesize such a correlation.
