Without commenting on the PR vs propaganda issue, I would suggest that
Perot's political failure had more to do with personality (not a
team-player) and perceptions of his reliability than with his ability to
communicate and persuade within the poltiical arena. Indeed, his initial
strength seemed to come mostly from the clarity of his thinking and
communications on difficult political issues and his persuasiveness on the
solutions (e.g. the US national debt).
