Yes, the "only" difference is the context of the words. But that "only" is huge.
Consider, for example, that Ross Perot, who was necessarily in PR most of his
working life in the capacity of his CEO position, could never make the switch
over to propoganda when he entered the political scene. It's not just the
subject matter, it's a whole way of thinking about information and how to use
it.
