Which is it- a meaning, or a mentally based meme?

What is the real argument against making the meme the cultural expression
itself? Does the word really have to mean several different things in
    several different locations?

Is a single, indisputably identical meaning really encoded and understood
    in vastly different behaviors?

This statement baffles me. At no time did I maintain that recognizing
similarities was verboten, and at no time do I think that a behavior only
meme avoids these language-based situations. Indeed, since language is a
tool of expression, it is mandatory to examine it very carefully.
