Of course memetic behavior (including communication) issues from humans, but as long as people think before they speak and/or act (and some do), there will be internal memetic processing that presages the external manifestation of meaningful speech and/or action, if only to choose which of the many available alternatives stored in memory would be best to instantiate in a given situation, and whether or not it should be modified to best engage present circumstances, and if so, how.
