You might be right as regards the lower levels, but in my experience,
as you look at higher hierarchical levels, the proportion of fruitcakes
decreases while that of arseholes increases. Treating people badly is
much more likely to be rewarded with promotion than is not knowing how
to deal with them at all.
Additionally, I'd suggest that while fruitcakes might occasionally
mutate into arseholes, the reverse is extremely rare, as is the
fruitcake-arsehole combination.
