Like a lot of quotes, Twain usually said something very much like
something else, and he did have a slew of thoughts about Truth- mostly in
reference to liars....
But he certainly noted on more than one occasion that the power of the
truth was often inconsequential, regardless of its quota of veracity.
Your recollection matches my recollection of the above quote, although I
don't with any certainty make any declaration of attribution to Twain.
But, yup, he could've said it. It's true enough....
