situations the information must be known by a lot of people. (Exception
being a rule you made for yourself and never let anyone know about.)>>

A small quibble: even those silent rules can be memes because their
existence can be inferred by others. Being good at this can make you a lot
of money playing poker.
Quibble quibble: if you can infer the existence of someone's rule, then
there must be some kind of physical expression of it. Hence, it is not
silent. That is why they call it a "tell".
