Since the Bill of Rights constrains the Congress, not the people, it's
difficult to imagine how anyone could assert that "people" are "in breach"
of it.
Several States have more explicit language in their constitutions
authorizing private gun ownership.

No, I was thinking of the fourth amendment- against unlawful searches and
seizures.
But, yes, I would say that _all_ of the amendments are being
misunderstood....
