That is exactly the kind of silly use of social utility I have seen too often on
this list and elsewhere. For social utility to have any meaning -- and
testability -- it has to start with the various strategies that physical persons
use in a society to acquire the goods and services they need to survive. Access
to these goods and services is gained by understanding and strategizing within
social networks. The usual talk about social utility that you are referring to
does indeed use the word by itself as if it were magic and is totally useless.
So how does that have anything to do with cultural relativism?

Are you absolutely sure that bringing this up in a conversation has no utility?
Think of the concrete context. I can think of a few where remembering a jingle
could have social utility.
Remember, the strategies used in social networks are really done according to
informal contracts of exchange - and contracts need trust. A LOT of social
interaction is about the assessing trustworthiness simply because its more
advantageous to get something for nothing - IF you can get away with it.
