Yes and this behavior can be copied itself. For example when an architect
uses
certain new methods to build a house other architects can copy this
technique.
A more real life example, there are often recommendations on HOW to read a
book.
So these memes themselves reflect "artifact-using" behavior and they
themselves could be put down in a book too, but they don't have to.

Yes so why is it a meme when i show you a film and not when i show the meme
via behavior? Raising my hand on film or raising my hand in front of you?
It's both a meme and it's not even contradictory to what you say. You just
fail to see behavior as a form of physical representation.
