You need algorithms. Are they entities? Good question.... I don't think

I really do see 'design' hovering about in the background of that phrase.
The whole concept of fit (we been here...) is slippery.
I just walked my kids to school on very slippery paths. I say 'be
careful' a lot. I'd prefer level, dry, sidewalks (and well-lit and comfy
libraries), but I'm content, in the urge of the moment, to warn my kids
about the condition of the sidewalk (we've evolved balance and
reflexes...), or to endure the hard backrest while I copy the cite.
Evolution is a assortment of such urges of the moment, with no chance of
a time to step back and figure out a solution.
