It was by Michael Chance of the Sub-department of
Ethology, University of Birmingham (UK) in a letter
entitled "The mind: ostrich or meme-bearer" in RAIN,
vol. 19, 12-13. RAIN was the "Royal Anthropological
Institute Newsletter" and later became "Anthropology
Today". Chance's quote is:
"... just as the individual's anatomical structure is
also a reflection of genetic combinatorial competence,
so also minds are a relection of a new 'memetic'
competence" (quotes around memetic used in original)
