The US position on the Kyoto Treaty, while regrettable, had nothing to
do with the French heat wave death toll, as its provisions, if passed,
would not yet have gone into effect. A possible contributing factor
could be the French people's practice of vacationing during August, and
leaving their elderly parents at home without a safety net.
