The commonly understood encoding type is the language that is supplied
and maintained in the venue. Knowledge of _this_ language is entirely
impossible without a culture. No language is discoverable from nature,
while the _possibility_ of language acquisition is an innate quality of
homo sapiens sapiens. The actuality of language acquisition is
culture's job. Language is not simply cognitive and internal. Thus, it
is necessary that there be some commonly experienced cultural
environments for understanding.
Thus, only the meme as performance model explains the evolution of
things like language and culture within human society.
