    Yes, but being correct does help although it isn't a necessary condition as history has all to frequently demonstrated (Nazi Ideology, Cults, religious prosecutions, pseudoscience, etc...). What does stand out as a sufficient reason for propagation to me would be perception or assumption of correctness.
