Maybe an analogy would help.
Brain is hardware
Mind is OS
Meme is application software.
Now the boundary between the last two is not clear, and for that matter, it
isn't even in computers.
None the less, since information has to be encoded in matter of some sort,
saying a brain has a meme is technically correct, even if it need a mind
(collection of OS software) to make any sense of the meme.
