Not necessarily ! This ' thought ' allows others to get shaped, to be
transmited. This ' thought ' boost the ones that are being used_ or vice
versa, this ' thought ' takes up space in the brain and let other memes fade
away.
This ' thought ' is not directly involved in the cultural
intercourse, but its presence is being felt. It is there, somewhere taking
up space/ time.
As such it is not part of the culture pool, but its possible potential
shapes ideas.

In other words, at the very least, this thought becomes part of the
environment for other thoughts and thus influences what the memes (in or out
of the mind) must adjust to in the process of their evolution.
But because the culture pool lies within the minds of the people who provide
the environment for it, thoughts do make up part of the culture pool.
