    The folks that earns, or buys, has. But they can only make money off what they have by selling, i.e. distributing, what they have, which is why capitalistic economies are best for both rich and not-so-rich. The fatal problem with Communism was the lack of incentive to strive and excel, because one would not be allowed to enjoy disproportionate fruits of disproportionate effort and creativity. The goose that is perpetually stripped of its golden eggs stops laying them.
