It is so much easier to make enemies than friends, in life as in
international relations. The real measure of a government's proficiency is
that ability to make friends.

want to help us build a better world. I'd say that's a much better solution
than the old conquer and occupy formula. We took our enemies and turned
them into friends. It was a win-win formula from which everyone involved
benefitted. We weren't in the same position in Africa.
