I checked the Compact OED and the anti-Semitism definition specifies Jews.
According to Richard Lerner's _Final Solutions_ (1992. Pennsylvania State
University Press, University Park, Pennsylvania, p. 27) , the term
originated in Germany as "Antisemitismus" in 1879. The first entry
pertaining to word usage in the OED is 1881 and refers to Anti-Semitic
literature in Germany. Interestingly one OED entry is Julian Huxley's use of
the term anti-Semitism in his _Uniqueness of Man_ (1941).

_The Complete Idiots Guide to Middle East Conflict_ (Mitchell Bard. 1999.
Alpha Books, Indianapolis, Indiana) gives the date of 1879 and says (p 53)
    "anti-Semitism refers specifically to Jew-hatred".

I can see how if one wanted to get technical about Jews and Arabs being
Semites in the general sense of the word, but the word anti-Semitism evolved
apparently within a certain narrow context. Technically, one who is
anti-Arab could probably be considered an anti-Semite.
