Probably the root. Maybe also, the root of the 'hiddenness' of the

But I'm not sure there are any non-criminal governments, just as there
probably aren't any non-criminal rich bastards. But criminality is also
relative. As is life, all things considered.

waterlogged city in Italy.
The only international cooperative policy of intelligent relations I am
aware of is Antarctica.
