The number of people eating in a restaurant is certainly one of the criteria
I use when choosing among unknown eateries. If the place is empty, I figure
the food isn't good enough to draw people in. The few times I've gone
against that feeling I've dined in regret. Local people know from
experience what's good and bad. Strangers are playing blind man's bluff.
