I think the reference was to her suggestion that evolutionary expansion of
the
brain was meme-driven, so it's not relevant where we're looking at expansion
of
an individual brain (except for Lamarkians!).

Unless there is some genetic variability in the capacity of the brain to
respond favourably to such an environmental stimulus. Cavalli-Sforza has
modelled a situation in which IQ is the result of such a mechanism, with
environmental/cultural factors interacting with genetic variation.
