A solution to this problem exists: define a meme as something that
exists only if it is actively in use. A "dormant or fossilized" meme in
storage -- a book or in electronic media -- cannot be considered

Unearthing a dormant meme may need to be done slowly and in stages so as
to not infect the observer through unintentional revival. Certain memes
may be considered "safe" for handling if properly certified --
particularly if the meme is only peripheral in its impact on the
observer (although it could be harmful if released to a general public).
