    When you are proficient enough in riding the bicycle
    to pass your ability to someone else. I hear you ask,
    well, what is proficient? On this debatable but in
    prinsciple clearly definable. For instance, proficient
    may mean not falling from the bicycle spontaneously
    and able to go around corners and dismount without
    assistence, etc...
