Why limit the meme to behavior? And, BTW, what is expressed that is transmitted , received and mutated that posesses no meaning? Memes are irreduceably semantic, or meaning-bearing; if they weren't, their transmission/reception could not occur, since it would bear no content, nor would there be anything that could mutate.
