I think that the short version of what I was trying to say here, is that
transmission is the MINIMUM condition necessary for cultural evolution, but
that representation is the NECESSARY condition to complete the evolutionary
algorithm.

Because it is in the phemotypical expression where actual cultural selection
takes place.
