Well, it's all over the place (both in Steps to an Ecology of Mind and in
Mind & Nature. It must be his most famous quote by far. I would be _very_
surprized if Shannon ever said anything of the kind, since he was firmly
rooted in the "old" interpretation of cybernetics, according to which
information can be quantified. Bateson explicitly frased his definition to
exclude the possibility of quantification.
