Dear all,
I have a paper in preparation, probably for JOM. I have made it a
html file that you can find at

Itr is already published in a symposium proceeding, but I am going to
alter it somewhat, especially the implications. Maybe this is
something you can call a consistent use of memetic theory in the
domain of policy analysis.
